Loved and livable, but not equal.

In a 2019 survey of 18 French metropolitan areas, 79.4% of residents said they would recommend Tours, placing it fourth behind Rennes, Lyon and Strasbourg. Tours ranked first for infrastructure and second for overall quality of life in the same survey. Yet its ‘bobo’ reputation can obscure inequality and safety concerns in priority neighborhoods. A credible cultural capital must hold both truths.
